HOQUIAM, WA (Aug. 27, 2025) – BWC Terminals (BWC) was honored today by the Washington State Department of Labor & Industries (L&I) for its Voluntary Protection Program (VPP) Star Certification with a presentation ceremony at its Port of Grays Harbor facility. The recognition commemorates the Terminal’s outstanding commitment to workplace safety, which recently marked over 5,700 days of safe operations.

The VPP Star Certification is awarded to facilities that have implemented best-in-class safety and health programs, with injury and illness rates well below industry averages. BWC’s achievement underscores its longstanding commitment to protecting workers, the community and the environment through rigorous training, continuous improvement, and a deeply embedded culture of safety. BWC’s location in Texas City, Texas, also received the prestigious acknowledgement in 2016.

The VPP presentation ceremony brought together representatives from BWC, state regulators, labor leaders and Port officials to celebrate the milestone.

“This award belongs to every member of our Grays Harbor team,” said Adam Smith, President and CEO of BWC Terminals. “Safety is not just a program, it’s a fundamental part of the culture of the Company. Our employees lead by example, and this recognition is a testament to their professionalism, dedication and pride in doing things the right way.”

The Port of Grays Harbor, a vital economic engine for the region, praised BWC’s leadership and operational excellence:

“We are proud to have partners like BWC Terminals at the Port of Grays Harbor,” said Leonard Barnes, executive director of the Port of Grays Harbor. “Their commitment to safety not only protects workers and the community, it also sets a high standard for industrial operations across the region. This recognition is well-earned.”

BWC’s recognition at Grays Harbor follows the recent ribbon-cutting ceremony for the company’s new MOTEMS-compliant Renewable Fuel Marine Terminal at the Port of Stockton, California. Developed in collaboration with the San Joaquin Building Trades Council, the Stockton facility demonstrates BWC’s commitment to creating safe, resilient infrastructure that protects public health and the environment while supporting California’s low-carbon fuel goals.

In addition, BWC received two other safety awards in 2025: the National American Equity Underwriters Safety Award and the International Liquid Terminals Association Safety Excellence Award. Together, these achievements recognize BWC’s broader mission to lead the industry in operational excellence, safety and sustainability throughout its nationwide terminal network.

HOUSTON (Jun. 17, 2025) – BWC Terminals (BWC) has received the Voluntary Protection Program (VPP) Star certification from the Occupational Safety and Health Administration (OSHA) for its Grays Harbor facility in Hoquiam, Washington.  BWC’s Texas City, Texas location also earned the prestigious acknowledgement in 2016.

The Star certification is the highest level of recognition within OSHA’s Voluntary Protection Program. It acknowledges workplaces that have demonstrated exceptional achievement in preventing and controlling occupational safety and health hazards. VPP Star sites have implemented and continuously improved effective safety and health management systems, resulting in injury and illness rates below the national average.

The VPP certification process is rigorous and thorough, involving detailed evaluations and on-site audits by OSHA experts, along with extensive employee surveys to ensure a strong safety-first culture. VPP participants are re-evaluated every three to five years to remain in the program.

BWC’s Health, Safety, Environment, and Quality (HSEQ) policy is fundamental to the sustainability of the company’s operations. Its systems, policies, and procedures address both routine and emergency situations to effectively manage risks, threats, and incidents. Safety is integrated into the company culture through ongoing training and the empowerment of employees, and it is reinforced by management to achieve industry-leading results.

Said BWC Terminals CEO Adam Smith, “We are incredibly proud to receive the VPP Star certification for our Grays Harbor facility. This achievement is a testament to the hard work and dedication of our entire team, who prioritize safety and maintain a healthy workplace for all our employees and key stakeholders across every aspect of our operations.”

BWC’s successful VPP Star certification underscores the company’s long-standing commitment to safety. In the last month alone, BWC received two other safety accolades, including the national AEU Safety Award and the International Liquid Terminals Association Safety Excellence Award.

Congressman Harder Joins Ceremony Celebrating Milestone for California’s Clean Fuels Supply Chain, Expanding the Company’s West Coast Operations

STOCKTON, CA (April 22, 2025) – BWC Terminals (BWC) today celebrated the official completion of its expanded renewable fuels terminal at the Port of Stockton, marking a significant milestone in strengthening California’s renewable fuels and maritime infrastructure. BWC executives, customers, and partners attended the ribbon-cutting event in addition to special guest California Congressman Josh Harder.

The state-of-the-art terminal includes the first newly constructed Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS)-compliant dock built in California in nearly 30 years. It will play a vital role in advancing the renewable fuels supply chain across the state. It is designed to safely and efficiently transfer renewable diesel and biodiesel from marine vessels, supporting California’s efforts to decarbonize hard-to-electrify sectors such as heavy-duty transportation. The facility features modern safety and environmental systems, including spill containment, fire protection, seismic resilience, and upgraded vessel mooring infrastructure.

BWC has rapidly expanded its Stockton terminal by over 500% in the past five years to meet California’s growing demand for renewable fuel storage and logistics. Constructed under a Project Labor Agreement with the San Joaquin Building Trades Council, the expansion project created 30 high-quality construction jobs across nine trades. The renewable fuels terminal and new dock support 18 full-time positions at BWC’s Stockton facilities.

“At BWC, we are proud to serve as a critical link in the renewable fuels supply chain,” said Adam Smith, president and CEO of BWC Terminals. “This expanded terminal demonstrates our strong commitment to California’s clean energy future, which was made possible through the leadership and collaboration with Congressman Harder, our labor partners, and the Port of Stockton. We are honored to invest in this community and its future.”

The event featured keynote remarks from Congressman Josh Harder (CA-9).

“The Port of Stockton is a key economic engine for the Valley, helping to export our world-class crops and bringing business and jobs to our communities. We have to keep building on that leadership,” said Representative Harder. “This renewable fuels terminal will make the Port safer and more efficient while creating new jobs and supporting statewide decarbonization goals. We worked hard to bring this new infrastructure to the Port, and I look forward to continuing to fight for smart investments in our local economy’s future.”

“The BWC MOTEMS dock is a pivotal step in advancing the Port of Stockton’s commitment to sustainability and renewable energy. By providing a modern infrastructure capable of supporting renewable fuel operations, we’re helping drive the transition toward cleaner and greener fuels,” said Kirk DeJesus, Port Director for the Port of Stockton. “This new facility will not only accommodate the growing demand for low-emission fuel but also position the Port as a leader in supporting California’s ambitious climate goals and the future of sustainable shipping.”
